Job Description
Dumfries and Galloway Council is seeking a motivated and commercially minded Procurement Officer to join its Procurement, Commissioning and Payments Team in Dumfries. The post holder will lead and support procurement exercises for goods, services and works across a range of council services, provide professional procurement advice and guidance to stakeholders, develop procurement and contract strategies that deliver best value, identify opportunities for cost savings, service improvements and collaborative procurement, analyse market conditions and supplier capabilities to inform decisions, and support continuous improvement of procurement tools, processes and practice. The role contributes to the council’s strategic procurement objectives, helping to deliver efficiency and value across public services in Dumfries and Galloway. Essential requirements are education to SCQF Level 9 (degree level) in a relevant discipline or equivalent, or an MCIPS qualification, significant experience within a procurement environment, experience leading and delivering procurement activity and contract tendering exercises, knowledge of public sector procurement legislation and governance requirements, strong analytical, negotiation and problem-solving skills, excellent written, verbal and presentation skills, the ability to build productive relationships with a wide range of stakeholders, a customer-focused approach with a commitment to continuous improvement, and high standards of professionalism, integrity and ethical conduct.
