Canada and EU Launch ‘Alliance for the Future’ and Aim to Define Closer Partnership by 2027

Canada and the European Union have launched a new ‘Alliance for the Future’ and agreed to define, by their 2027 summit, what an ‘ever-closer association short of full membership’ for Canada would mean, according to a joint statement issued on Friday at the end of their two-day summit in Montreal.

Canadian Prime Minister Mark Carney, European Council President António Costa and European Commission President Ursula von der Leyen met in Montreal on 29-30 October for the 21st Canada-EU Summit.

Carney said the alliance would focus on resilience in areas including artificial intelligence, energy, critical minerals and quantum technology, and described the goal as ‘the deepest possible partnership, short of accession’ — with Canada becoming the EU’s first associate member. Reuters reported that the term ‘associate member’ does not appear in the final joint statement, that Germany and several other EU countries oppose it, and that it has no legal meaning. Von der Leyen had said on Thursday that the two sides continue to explore that idea.

Canada’s government said more than 20 new measures were announced, including concluding negotiations on a Canada-EU Digital Trade Agreement, Canada joining the European High Performance Computing Joint Undertaking — giving Canadian researchers access to the JUPITER supercomputer — a treaty framework with the European Investment Bank for critical-minerals projects, a contract worth more than $44 million for Montreal-based Galvion to supply military helmets to Latvia, and up to $2.5 billion in financing to expand production of Canadian-made waterbombers by Alberta-based De Havilland.

The leaders also said they would work over the coming months on the substance, scale and scope of the associate-membership idea, and on expanding Canadian participation in the Erasmus+ student exchange programme and the next Horizon Europe research programme.
